Mini-Qualifiers
Once each calendar year, a Prince may run a Mini-Qualifier - a tournament where the winner (or highest ranked not-already-qualified player) wins a qualifying spot for that year's Continental Championships. This is in addition to the current Continental Qualifier system, and does not replace it. Unlike a normal qualifier, the tournament organizer for this event does not automatically qualify.
Event Format
Mini-Qualifiers are constructed deck tournaments. The Mini-Qualifiers are open to all players.
Qualifying
The minimum attendance at the Mini-Qualifier in order to award the qualifying spot is 12 players (minimum possible for 3 tables, and avoids 11-player events). If the tournament does not get at least 12 players, that Prince may run one more Mini-Qualifier that calendar year.
The qualifying spot is awarded to the winner of the tournament. If the winner of the tournament is already qualified, then the qualifying spot is awared to the highest-ranked non-qualified player.
Once a player qualifies, he or she is free to play in other qualifiers (the qualifiers are all open tournaments). But such previously-qualified players do not count when determining the new qualifiers at that tournament.
V:EKN Issues
No additional prize support will be created or distributed for these events (i.e. if you want a qualifier t-shirt, go to a qualifier).
Archon forms for Mini-Qualifiers are to be sent to vtesratings@white-wolf.com.
Oscar Garza (orgplay@white-wolf.com) will in charge of event verification, and will be free to delegate work to National Coordinators and Princes (reporting back to Oscar).

3.1.5 Multi-Deck System
Players are prohibited from making modifications to their decks between rounds unless the tournament uses the following multi-deck rules. The multi-deck system can be used at any tournament with fewer than 12 players (i.e., fewer than three tables). Organizers choosing to use this system must announce its use in advance of the tournament date. Players may choose to bring any number of tournament-legal decks to the tournament and/or extra cards to exchange with cards in their decks (also known as a sideboard in some games). Between rounds, players may freely switch decks (or cards in their decks). A tournament begun with the multi-deck system cannot admit more players between rounds if doing so would create a round with 12 or more players.

3.1.6 Tournament Without Final
In a very small tournament, one with fewer than 8 players (i.e., fewer than two tables), the organizer may choose to omit the final round altogether or may choose to run an additional "preliminary" round in place of the final. This decision must be made and announced to all the players prior to the start of the first round. With no final, the results of the preliminary rounds (including the additional preliminary round, if any) are used to determine final standings in the same manner as described in 3.1 above. The no-final rules can be used in conjunction with or without the multi-deck system above, at the organizer's option. A tournament begun under the no-final arrangement cannot admit more players between rounds if doing so would create a round with 8 or more players.
