The cost of the "hunt" action is zero, which any vampire can pay.
Since he can pay for the action (even after burning - not paying -
blood for the Seeds), the action resolves successfully when not
blocked.
The Seeds makes the vampire burn blood when he attempts an action.
It does *not* increase the cost of the action.
If a vampire can pay the cost of an action, ha can attempt the
action. If between then time he begins the action and the action
is able to be successfully resolves (is not blocked), the acting
vampire can no longer pay the cost of the action (because he
lost blood to Seeds, or had to pay for a few action modifiers
along the way or whatever), then the action will fizzle.
In the case of the hunt, however, the vampire can still pay the
cost of the action (none), so the action doesn't fizzle.
