minion phase: vamp führt erfolgreich eine equipaction durch
discard phase: nra pac wird gespielt
end of turn: der vamp untapt, obwohl nra pac noch nicht da war als die equipaction selbst getätigt wurde.

Nein. NRA PAC sagt "Any minion who successfully performs an equip action untaps at the end of the turn" - erst wenn die Karte im Spiel ist, guckt sie, ob jemand erfolgreich equipt.
